There can be smudges on the data side. I backup my discs to NAS and have to do this quite often. PC drives are more sensitive. Well, after I got it in the mail, the first cd I put in was a brand new cd I had just purchased, never played, and only 30 seconds into the first song, the cd player started skipping, or continuous stuttering for about three seconds, sitting flat on my dining room table!! So I played that cd on my stereo and no skipping. I have the UBP-X700 and have the same issue. It never freezes when playing DVDs or BluRay - only UHDs. It froze on TopGun UHD purchased brand new. But when I cleaned the disc, it worked fine. It seems to be a thing with UHDs in that they need to be cleaned before being played even when they are new.
